External Integrated Summative Assessments (EISA) Plan for 2026 Academic Year

COMPLIANCE REQUIREMENTS FOR PUBLISHED EISA DATES
Dear Skills Development Providers and Assessment Centres,
Please be advised that the published External Integrated Summative Assessment (EISA) dates are subject to the following due processes and compliance requirements:
For Skills Development Providers (SDPs):
SDPs must deliver training in line with the approved curriculum and qualification standards set by the SAQA and QCTO:
- SDPs must submit their EISA readiness list to the QCTO at least three (3) prior to the published EISA dates.
- The QCTO will validate the submissions and provide an approved list of SDPs to the Services SETA/Quality Partner (QP).
- The Quality Partner (QP) will coordinate and schedule an EISA Readiness Capacitation Session with all SDPs listed on the QCTO approved list.
- SDPs are required to identify and appoint preferred and accredited Assessment Centres for the conduct of the EISA through the QP supervision.

For Assessment Centres (ACs):
The minimum requirements for an Assessment Centre to be considered compliant for conducting External Integrated Summative Assessments (EISA) under the QCTO framework and policy:
- Valid Accreditation with QCTO
- The centre must be formally accredited by the QCTO to conduct assessments.
- Qualified/Constituent Registered SMEs
- Access to a database of Subject Matter Experts (SMEs) is essential and compulsory.
- SMEs must:
- Be registered assessors/markers in the Services SETA LMIS.
- Hold relevant qualifications or modules.
- Have applicable work experience.
- SMEs are responsible for:
- Developing marking guidelines.
- Marking of learner scripts.
- Compilation of marking reports
- Physical Footprint
- The centre must have a secure, accredited physical location and facilities must include:

- Adequate space, lighting, and ventilation.
- Secure storage for assessment materials.
- A conducive environment for examinations.
- Administration Support Staff
- A competent team must manage the EISA process and roles include:

- Assessment Centre Manager: Responsible for receiving and storing assessment materials.
- Administrative Staff: Handle learner registration, invigilation, and compliance with QCTO requirements.
- Marking Ratio
- Each script must be marked by two (2) markers (1 script : 2 markers).
