Skills Development Providers (SDPs) are an important stakeholder and partner in the skills development value chain. Employers and learners depend on the availability of accredited skills development providers for access to skills development training. Moreover, the Services SETA relies on these accredited skills development providers to implement learning programmes. For this reason, skills development providers are encouraged to apply for accreditation against the sector’s registered occupational qualifications.

Occupational Qualifications

The landscape of skills development is changing from historically registered qualifications to occupationally directed qualifications. For its part, the Services SETA is progressively developing, and where applicable, realigning historically registered qualifications into occupational qualifications. SAQA has registered 31 occupational qualifications for the sector as of 31 January 2023. The list will be updated as new occupational qualifications are registered. Skills Development Providers Accreditation

The Services SETA stopped accepting applications for Skills Development Providers (SDPs) accreditation against all historically registered qualifications as of 1 September 2022, as these qualifications expire in June 2023. However, accreditation applications received by 31 August 2022 will still be processed. Accredited SDPs have until 30 June 2024 to enrol learners in historical qualifications.
Given the above, the focus is now firmly on occupational qualifications. SDPs are encouraged to apply for accreditation against registered occupational qualifications, through the Quality Council for Trades and Occupations (QCTO) is responsible for the accreditation of Skills Development Providers (SDPs) to offer programmes and qualifications that fall under the Occupational Qualifications.

Assessment Centres Accreditation

Assessment and certification of learners enrolled in occupational qualifications occurs through a new process known as External Integrated Summative Assessment (EISA). EISA is conducted through accredited Assessment Centres. Assessment Centre accreditation is occupational qualification specific. This means that SDPs and other entities wishing to be accredited as assessment centres should apply for each occupational qualification they wish to assess.
The process for Assessment Centre accreditation is similar to that of SDP accreditation. Entities wishing to apply for accreditation as Assessment Centres should visit the website of the Quality Council for Trades and Occupations (QCTO) and apply for accreditation.

Subject Matter Experts Database Registration

Implementation of occupational qualifications is supported by Subject Matter Experts (Facilitators, Assessors, Moderators, and workplace Mentors) in respect of Skills Development Providers. Subject Matter Experts have to ensure that they meet the requirements of each occupational qualification they are involved with. For this reason, the Services SETA is compiling a database of Subject Matter Experts for each of the sector’s registered occupational qualifications.
Assessment Centres require the support of Assessors and Invigilators. These must also meet the requirements for registration on the database of Subject Matter Experts. Prospective SMEs must consult the curriculum document of each occupational qualification they wish to be involved with before applying for the registration on the database. Subject Matter Experts are encouraged to apply for registration by sending an e-mail to: SMEregistrations@serviceseta.org.za.

Workplace Approval

A critical component of occupational qualifications is access to a relevant and approved workplace. For this reason, all SDPs wishing to apply for accreditation need to have strong partnerships with employers who will provide their learners with access to workplace experience. For this reason, SDPs are encouraged to work with and, where appropriate, assist employers with their application for registration an as approved workplaces for occupational qualifications. This will provide a win-win situation, as SDPs in our sector are more experienced in and understand the Services SETA process. External Integrated Summative Assessment (EISA)

Assessment for leaners enrolled in occupational qualifications is facilitated through an External Integrated Summative Assessment (EISA). SDPs will conduct an Internal Assessment for learners, whereafter they will issue the learners with  Statement of Results (SoR). The SoRs should reflect achievement by learners against the three components of an occupational qualification, i.e., Knowledge, Practical Experience, and Workplace Experience.

EISA’s are conducted through accredited Assessment Centres. Registration for EISA can be requested by the SDP or by the individual leaner. The Services SETA will publish as calendar or dates for the scheduling of EISAs for all the occupational qualifications with learners in the system. Search Accredited SDPs

Accreditation is granted to a skills development provider following a quality assurance process that demonstrates the quality of training offered by that training provider.

There are a number of reasons for a company or a learner to use an accredited training provider for skills development requirements.

  • You can be assured that the quality of training you will receive is of high standard and that the training provider is not a fly-by-night institution.
  • You can be assured the courses offered are SETA approved, meaning the training programmes provided are according to the standards set out in the relevant National Qualifications Framework (NQF) legislation
  • When completing your BEE scorecard, you can claim points against your training expenditure
  • It is one of the qualification criteria for SETA grants and SARS tax rebates
  • Qualifications obtained from an accredited service provider is a recognised qualification

External Moderation Process

The Services SETA has been delegated the responsibility to carry out the quality assurance functions including promoting quality learning by the QCTO in accordance with the provisions of the QCTO Delegation Policy read with Section 26I (2) of the Skills Development Amendment Act No.67 of 2008. In line with the said delegation, the Services SETA as a Quality Partner (QP) is mandated to oversee and develop policy on the conduct of external moderation for historical and part qualifications. 

 

Prerequisites for External Moderation

  • SDPs must accurately register learners on LMIS within 30 working days of the commencement of training.
  • SDP must ensure that assessments and internal moderation are conducted by constituents registered as assessors and moderators.
 

To request external moderation on historical qualifications, follow the below steps: 

         Step 1 – Complete assessments.

         Step 2 – Complete internal moderation.

         Step 3 – Update achievements on LMIS.

         Step 4 – Create a Learner Achievement number (LA number).

         Step 5 – Complete the external moderation form and checklist.
